Helsingin Sanomat had last week an article about Weighted-curriculum education, school segregation and school and class shopping in Helsinki. Area segregation has been a serious problem in Helsinki, for which political parties have put forward different solutions.
Luckily in Oulu, segregation is not yet as deep as in Helsinki. But it is alarming how little the topic is discussed in Oulu’s decision making although it is evident that schools and areas in Oulu have started to be segregated. The problems of segregation would be much easier to solve pre-emptively with time and preparation.
Everything starts with area planning and zoning: all living districts should be planned to be diverse. There should be both rent- and owned living, apartments of different size and type, residents of different ages, backgrounds and socio-economic status.This would also improve the organization of public services, when for example early childhood education needs will not be in short bursts.
Segregation is seen in schools and it is known to many teachers in Oulu. Also school segregation can be prevented if there is a will. We need practical inclusion with sufficient resources, small group sizes, school counselors and language-supported teaching. Educational equality can also be improved with positive affirmative action across schools.
Weighted-curriculum education and Special Subject Emphasis Classes such as music classes can, when planned correctly, can be a part of the solution, not the problem. Special Subject Emphasis Classes do not need to be given up, but their placement and accessibility needs to be paid attention to. We need to work towards the goal that children from well-off families are not overrepresented in weighted classes. These classes need to be accessible primarily by interest, without the requirement of strong parental guidance and/or economic investments.
Every child and youth has a right to learn in peace, regardless of class or school. This is what Oulu needs to take care of.
